Meet Our Doctors
Carl Maschauer, OD
Dr. Carl Maschauer received a B.S. from the University of Maryland, in Biochemistry, and his Doctor of Optometry degree from the Illinois College of Optometry. He practiced for 30 years in Delaware, before “retiring” and moving to St. Croix. Retirement didn’t keep him busy enough, so he bought Vision Center and started its modernization, by bringing in new and better doctors. Dr. Maschauer has been the Past-President of both the Delaware Optometric Association and the Delaware Board of Optometry. Carl has been a Rotarian for over 35 years. He and his wife Leslie have been calling St. Croix home for more than 7 years and plan on being here for many more. They enjoy playing tennis, fishing, boating, hiking, traveling, and seeing their grandchildren.

Matt Biwer, OD
Dr. Matt Biwer was born and raised in Bismark, North Dakota. He graduated with a B.S. in Biology from the University of North Dakota. He went on to Pacific University in Oregon to obtain his Doctor of Optometry. Dr. Biwer practiced for many years in Minnesota, before deciding that he wanted to move to a warmer climate, here in the Virgin Islands. He and his girlfriend have lived in St. Thomas since 2014 and now consider it to be their home. Dr. Biwer has extensive experience in dealing with glaucoma, diabetic retinopathy, and many other diseases of the eyes. Lately, he spends a lot of spare time working on his house in St. Thomas, after it was destroyed by Irma. Dr. Biwer also loves to play golf, bowl, and relax with friends.
Jaclyn Robak, OD
Dr. Jaclyn Robak grew up in a small town in Nebraska and went to the University of Minnesota to complete her undergraduate degree in Biology and Environmental Studies in 2010. She then pursued a degree in optometry at The New England College of Optometry and graduated in 2014. Her clinical externships included rotations in China and Alaska. Having studied for a semester in Guam, Dr. Robak loved the idea of living on an island and jumped at the chance to move to the Virgin Islands in 2014. She specializes in diagnosing and treating ocular pathologies, scleral contact lens fits, and low vision. She loves traveling and going to places off the beaten path during her free time. She enjoys running, playing tennis, trying to garden, and most of all, being entertained by her dogs.
Kelly Padgett, OD
Dr. Kelly Padgett was raised on a farm in Western Washington. Growing up on a farm taught her the value of hard work and dedication. She moved here with her husband, two daughters and their Boston Terrier, Franklin, in 2020. They are excited to make St. Croix their new home, since it is a lot sunnier and warmer than the gray Northwest of the U.S. She received her undergraduate Bachelor’s degree from Eastern Washington University and her Doctor of Optometry degree from Pacific University in 2011. Prior to joining Vision Center, Dr. Padgett had her own practice for 9 years. Her expertise in optometry is with children’s exams, post-operative care, contact lenses and ocular disease. In her free time she enjoys spending time with her family, traveling, going to Disney and gardening. We welcome her to our Vision Center family and hope you will too.
